Promises of Occupational Safety and Health
Employee safety holds considerable importance for THC. To ensure that all employees work safely, THC creates a safe workplace and a healthy and friendly work environment. Safety promotion and training are provided continuously. By real stories and safety videos, employees’ awareness of occupational safety could be maintained. THC hopes to implement safety and health management that “Safety is Everyone’s Responsibility”, and three safety stages: independence, dependence, and interdependence.
That it is the priority and obligation of all managers to ensure safety and health of employees.
To prevent occurrence of work-related injuries, diseases, and accidents, hence protecting the safety and health of all employees, suppliers who enter the company and contractors.
To abide by all relevant government safety and health regulations and requirements as well as to establish relevant SOPs and methods.
To continue to improve the safety and health management system in order to create safe working conditions and good health and safety performance.
To encourage employees to provide suggestions for occupational safety and health and maintain a good communication channel between executives and employees.
To relay and communicate this measure and other safety and health related issues to employees, suppliers, clients, contractors, visitors and other stakeholders.
To continue to provide compulsory educational training to employees, suppliers and contractors to ensure that all parties have correct understanding and take appropriate actions regarding safety and health.

Occupational Safety and Health Objective
Long Term Objective: Zero Accident
Reinforce occupational safety and health management and sustainable development by conducting source management with full support from the executives. Establish a representative in each department to reinforce occupational safety and health management in order to achieve the goal of zero-accident.
Occupational Safety and Health Management Responsibility
The Occupational Safety and Health Center is defined as the first-level unit.
The Occupational Safety and Health Center and staff take responsibility of preparing, planning, supervising and promoting matters of occupational safety and health management. Additionally, the department supervisor, the representatives of the labor designated by each department, and occupational safety and health officers conduct management by wandering around irregularly, finding problems and solving them immediately to create a safe workplace.

Promote Occupational Safety and Health Committee
The Occupational Safety and Health Committee is composed of occupational safety and health officers, managers of all departments, engineering technicians concerning occupational safety and health, health care worker for occupational health service, and labor representatives. Quarterly meetings are held to discuss such issues relating to occupational safety and health.
Occupational Safety and Health Management System
To provide a safe and healthy work environment for employees, all production bases of THC have obtained international standard for management systems of occupational health and safety: ISO 45001 and CNS 45001.
Every year, all departments implement the procedure for hazard identification, risk assessment, and risk control in the hopes to identify the potential risk and set targets for improvement; by means of external verification and customer inspection, THC has continued to improve the environment of plants to provide employees with a safe and healthy, preventing workplace accidents or hazards.

Improvement Cycle

Use the P(Plan)→D(Do)→C(Check)→A(Action) improvement cycle to ensure effective management and prevent occurrence of occupational hazards. Actively participating safety and health related certification training and promote the occupational safety and health management system within the plant. Advocacy for safety and management will be led at the management level so employees can see THC’s determination in fulfilling its social responsibility and preventing occupational hazards and work injuries.

Conduct Education & Training
• Cooperated with Taichung City Labor Inspection Office and Central Taiwan University of Science and Technology to hold “Taichung City OSH Disaster Prevention Technology Exhibition and Experience Activity”, so employees could learn about the occupational hazards by this education and training.

Safety & Health Improvement Award
• Monthly 6S assessment is carried out, and the unit which wins first place for two months would earn the bonus so as to increase the awareness and participation of frontline workers.

Working Conditions Improvement
• The static eliminator is installed on the dump barrel of preform neck crystallization machines to prevent workers from injury caused by the static electricity spark.
• In the workplace of the label plants where are closed with negative pressure, the concentration of organic solvents was reduced. According to the result of environmental monitoring, the figure of organic solvents has indeed decreased.
Occupational Accident Statistics
The primary common type of injury analyzed was clamp, rolling up, and fall in 2021. Therefore, to strengthen and enhance the work safety awareness of employees in the plant to reduce occupational disasters, and listed as Work Safety and Environmental Protection Month every March. Occupational safety personnel will promote the weekly morning meeting to establish and cultivate the proper occupational safety and disaster prevention concepts. Hope to reduce the occurrence of occupational disasters. If an employee meets with an occupational accident, the occupational health nurse and department manager will visit the employee irregularly for understanding his/her recovery and evaluating the activities of daily living; the Legal Affairs Office provides legal consultation services. Before the employee gets back to work, the occupational medicine doctor and department manager would make return-to-work assessments and change his/her working pattern.

Workplace Violence Prevention Plan

Health Promotion and Management
In accordance with the Regulations of the Labor Health Protection, THC contracts medical personnel and employs full-time occupational health nurses in workplace to provide healthcare management and service and assist employers matching workers in the appropriate work. They are in charge of planning and implementing health education, health promotion, and health guidance for employees, preventing workplace injuries and illnesses, and carrying out health consultation, hierarchical abnormal condition management of special health examinations, and first aid. In addition, they are responsible to assist employers and occupational safety and health personnel preventing work–related diseases and improving work environment so that the Company can protect the mental, physical, and social health of employees. Employee health and wellbeing matter to THC, so we provide annual health examination for all employees, and special health examinations are also provided for some units.

Commitment and Policy
Based on the development of business activities, suppliers are THC’s important and long-term partners. By our collaboration, THC expects to be prospering with suppliers. Therefore, THC request suppliers to comply with related standards on the topics of environmental, occupational safety and health, and labor right so as to together fulfill social responsibilities.
Abide by laws and resolutions, ensure stable business growth, and balance the three dimensions of sustainable development—economic, social and environmental—to fulfill social responsibilities.
Establish a supply chain that protects the labor and human rights, occupational safety and health, environmental protection, green manufacturing/products, and sustainable development.
Meet our requirements in the sustainable procurement policy, and effectively manage their standards in quality, delivery, and cost.
THC performs products and risk assessments of each aspect on suppliers and the results are one of the most important THC procurement strategic references.
Commit to business integrity and forbid any inappropriate profit acceptance, corruption, extortion, or defalcation to establish an identification confidential mechanism for whistleblower and violator.
Supplier Management Measures

Supplier Selection Process
THC carries out supplier assessment of quality, finance, business registration, occupational safety and health management, labor and human rights, environmental protection, and signing the Representations and Warranties on Honesty and Integrity. Those suppliers who meet the requirements of the assessment can be qualified suppliers. For factories and related contractors, THC confirms whether they possess complete environmental safety and health management system, industrial safety/environmental protection organization, control, training and emergency response plans. Outsourcing companies of THC need to comply with the environmental protection and safety regulations we made.

Supplier Contracts and Agreements
Both parties, THC and suppliers, agree on the rights and obligations of quality, delivery date, product inspection standards, late delivery penalties, method of loading, insurance fee, warranty liability, obligation to maintain secrecy, force majeure clauses, etc. For facility, engineering, and related contractors, THC signs contracts with them for construction period, payment terms, compliance with environmental safety regulations and construction occupational safety and health requirements, change order clause, inspection clause, delay penalties, warranties, termination clause, obligation to maintain secrecy, force majeure clauses, etc.

Supplier Evaluation
THC regularly evaluate suppliers’ performance including quality, delivery, responsiveness, occupational safety and health management, labor rights, environmental protection, etc. Each supplier is rated according to our evaluation criteria. Those suppliers rated with poor score should perform improvements; if the supplier still fails to meet the requirements, THC will terminate the procurement contract or cancel the qualification of qualified supplier.

Supplier On-site Inspection
The supplier on-site inspection is conducted by our auditors from different departments (Quality Assurance Department, Procurement Section, Occupational Safety and Health Center, etc.) to perform regular audits in accordance with the Company’s requirements. In the inspection, we measure and evaluate suppliers’ performance in specific areas, such as quality system and document control, measuring instrument management, products and process management, factory and environmental management, environmental safety and health, and human rights management, etc. In addition, suppliers of raw food materials shall submit required test reports, such as the Certificates of Origin and its registration information, upstream traceability of products and certification information, inspection report, raw material hazard analysis form, food additive license, etc. We also conduct on-site inspection of food raw material suppliers and risk assessment of food safety factors. If the evaluation result is inferior to the requirements, THC will terminate the procurement contract or cancel the qualification of qualified supplier.

Suppliers Consultation
THC classifies suppliers in accordance with type and risk level; in the annual audit process, THC will counsel suppliers to improve their capability according to the classification, so as to conform to the Company’s requirements.

Supplier Risk Management
THC has made the supply chain contingency plans to take proper response actions upon the occurrence of a supply chain accident. Suppliers need to establish procedures for their supply of goods and services to ensure the normal operation of the company.

Supplier Integrity
All suppliers need to sign the representations and warranties of honesty and integrity to prohibit any unethical acts, such as accepting improper benefits in whatever form, corruption, blackmail, misappropriation of public funds (including anti-corruption).

Legal Compliance
All contractors are required to obtain the permits and relevant certificates issued by the government, comply with environmental safety regulations and the Occupational Safety and Health Act, and sign the environmental safety and health commitment statement to implement practices of disaster prevention and management and safety management. Contractors with serious environmental protection or occupational safety and health issue, or refusing to sign the commitment statement will be disqualified.

Personnel Security
To ensure personnel safety at work, contractors need to provide essential protective equipment, and confirm that they have maintained insurance for all personnel and equipment.

Predicting Danger
Implement “integrated inspection”; establish checkpoints and implement inspection before, during, and after contractor operation. For high risk operation, implement specialized audits to prevent the occurrence of occupational hazards.

Reinforce Educational Training
THC holds annual safety and health education and training.
Use the “follow in step” method of larger plant helping the smaller plant to guide contractors and reinforce their self-management ability.
